Marianas Variety: NMC committee to nominate new regents in case of vacancies (November 03, 2016)

NORTHERN Marianas College’s Board of Regents can now start the selection process for the nominating committee which will recommend qualified individuals to fill board vacancies. At its recent meeting, the board approved a policy which creates standing committees on finance, human resources and regent nominations. NMC President Dr. Carmen Fernanez has proposed that the regent nominating committee begin the selection process. The nominating committee will consist of one member each from the Board of Regents, the College Council, the Faculty Senate, the Associated Students of NMC, the NMC Staff Senate, the NMC Alumni Association, and two members from the community. The governor nominates new members to the Board of Regents with the consent of the Senate. He recently appointed Irene Torres and Evangelista. Among the duties of the nominating committee is to develop selection criteria to be applied and a description of the responsibilities and duties of a regent.

In making its recommendations, the committee will consider 3 CMC§ 1311 which mandates the board to advertise, locate potential candidates, maintain a list of their names and contact information, match potential candidates with projected vacancies, review candidates’ qualification and references, conduct interviews, and carry out other recruitment and screening activities. The nomination will be made 30 days prior to the expiration of a term, or within 14 days following an unforeseen vacancy. “The CNMI Legislature finds that it is critical that a vacancy on the board be filled promptly,” according to the board policy. The board said the governor will choose the qualified candidate from a list provided by the committee. The list will contain at least one and no more than three qualified candidates and must be submitted by the committee within 45 days of a vacancy. If the governor does not make the appointment within 45 days of a vacancy, the Senate president will make the appointment of the qualified candidate from the identical list submitted to the governor by the committee.

In September, the board adopted a motion to amend its standing committee policy to include audit and nominating committees to the current committees on fiscal and finance, personnel and programs. The finance and audit committee will review recommendations made by the NMC president to ensure financial integrity. “The finance and audit committee will be responsible for reviewing and recommending to the board policies affecting operational review, accountability and audit,” the board policy stated. Then-board chair Frank Rabauliman appointed Michael Evangelista to head the audit committee with Irene Torres and Elaine Orilla as members. Rabauliman also appointed Juan Lizama to head the nominating committee with Evangelista and Cynthia Deleon Guerrero as members.

The fiscal and finance committee is now chaired by Irene Torres and the members are Michaela Sanchez and Evangelista. Deleon Guerrero chairs the personnel committee and the members are Lizama and Orilla, while the program committee is still chaired by Sanchez with Torres and Guerrero as members. The board, at its recent meeting, decided to defer the election of new officers. Board vice chair Elaine Hocog Orilla has served as the acting chair since the resignation of Frank Rabauliman last month.
