Overview

Nature of the Position

The Program Manager II (Compliance) shall assist the Procurement Manager in ensuring the College procurement regulations, federal regulations, local laws, policies and procedures are adhered to.

Minimum Qualifications

  • Bachelor’s degree from a U.S. Department of Education recognized accredited institution, plus four (4) years of work-related experience in:
    • Compliance and monitoring of projects, other federally-funded projects, non-government-funded projects
    • Procurement management
    • Planning & Development, especially in projects and/or federally-funded projects.

Knowledge, Skills, and Abilities

  • Must have strong computer background including, but not limited to, word processing, spreadsheets, and database, preferably Word, Excel, and PowerPoint software applications.
  • Able to communicate effectively with students, staff, faculty, and other college stakeholders.
  • Demonstrate strong organizational skills and a high attention to detail.
  • Capable of handling multiple tasks while maintaining composure under stressful conditions.
  • Completes and prioritize tasks accurately and in a timely manner.
  • Takes initiative and works both independently and cooperatively in a team environment.
  • Must be able to present information in clear and professional manner.
  • Evidence of commitment to collaboration and transparence and evidence of effective collaboration with external stakeholders.

Duties & Responsibilities

  • Participates in Program Review and Outcomes Assessment (PROA) activities.
  • Assist the Procurement Manager in all area of the Procurement and Property Management Office functions;
  • Assists in all College Procurement, Purchasing and Supply Management from inception to completion;
  • Assists the College departments in preparations of bid packages and develops scope of work for products or services to be procured, for technical construction procurement, and coordinates with Capitol Improvement Office and Facilities Management Office;
  • Conducts all competitive procurement public announcements;
  • Coordinates and administers all competitive procurement pre-bid/pre-proposal meetings, record meeting minutes and prepare response to all question from interested proposers;
  • Assists in the Compliance review and analysis for all Procurement/purchasing transactions;
  • Assists in the Compliance review and implementation of the following Federal Grant requirements such as Labor Standards provisions; Davis-Bacon Act;
  • Contract Work Hours Safety and Copeland Anti-Kick-Back Acts, among others;
  • Assists the review an evaluation of all bid/proposal bid submission, Award and Declination letters respectively to bidder/proposer;
  • Assists in the development of the College contracts and routes to all signatories;
  • Assists in the implementation and enforcement of all college contract scope of work and contract performance period;
  • Articulates and understands the operation of College and CNMI Government in order to effectively communicate with college departments to proactively solve problems and timely complete projects;
  • Articulates and understands laws, and ordinances governing environmental controls, state and area planning, building construction, and related project management activities;
  • Prepares and submits timely reports to the Procurement Manager on all college project progress;
  • Effectively monitors the performance of all college contracts with departments to ensure objectives are met and within compliance;
  • Reviews Federal and State laws and regulations to identify changes or new procedures, etc. and applies them accordingly;
  • Assists in identifying problems and recommendations for resolution to the departments/Program projects and activities;
  • Identifies potential impediments to timely project completion by comparing project status and tasks completed with approved timetables;
  • Assists in presentations at workshops, including preparation of materials;
  • Performs other related duties as assigned by the Procurement Manager.

Conditional Requirements

This position is classified as Exempt under the Fair Labor Standards Act (FLSA) and is “Not Covered”: Is not eligible to receive overtime payment for each hour worked in excess of forty (40) within the given workweek.
