About this Position

Under the direction of the President of the Northern Marianas College, the Dean will plan, organize, maintain, direct, and evaluate the courses, programs, projects, and activities of the Academic Programs and Services division (APS). The division includes programs, departments, the associate and bachelor degree and certificate programs.

Minimum Qualifications

  • Master’s degree from a U.S. Department of Education recognized accredited institution in a higher education or comparable field plus two (2) years experience in academic administration, supervision, program and curriculum development, planning, and budgeting, and assessment in higher education and one (1) year of post-secondary teaching experience with excellent interpersonal communication and human relations skills. Applicant must have the knowledge of WSCUC accreditation standards. Must demonstrate sensitivity to a culturally diverse environment and must have ability to use basic computer applications.
  • Experience with assessments, program development and research Preferred.

Knowledge, Skills, and Abilities

  • Contributes and promotes a positive and professional working environment and relationship with the college community and promotes a positive representation of the Academic Programs and Services Department and NMC.
  • Must have strong computer background including, but not limited to, word processing, spreadsheets, and database, preferably Word, Excel, and PowerPoint software applications.
  • Must be able to efficiently utilize video conferencing platforms such as Zoom, Google Meet, Microsoft Teams etc. while simultaneously adhering to video conferencing etiquette and ethical standards. 
  • Able to communicate effectively with students, staff, faculty, and other college stakeholders.
  • Demonstrate strong organizational skills and a high attention to detail.
  • Capable of handling multiple tasks while maintaining composure under stressful conditions.
  • Completes and prioritize tasks accurately and in a timely manner.

Duties & Responsibilities

Duties and Responsibilities:

  • Participates in Program Review and Outcomes Assessment (PROA) activities.
  • Provides high quality services to students and the community.
  • Monitors APS administrator, faculty, and staff work plans to ensure they are consistent with the NMC Strategic Master Plan.
  • Leads department chairs and faculty and staff members in the unit’s program and curriculum evaluation, improvement, and development; establishes priorities; develops multi-year instructional plans; and participates in strategic and long-range academic planning for the college.
  • Confers with unit department chairs and solicits ideas for programs and services improvement.
  • Under the supervision of the President, ensures the development, implementation, and continuous improvement of an academic master plan for the division.
  • Ensures that academic programs are evaluated and that needs assessments are conducted regularly.
  • Communicates with leaders in the private and public sectors and educational agencies to determine needs for new courses and programs and establishes advisory committees or council as appropriate.
  • Keeps abreast of new developments and innovations in community colleges and higher education; recommends improvement to maintain relevance of programs to meet student and community needs.
  • Participates in the development of the college budget and manages the unit’s financial resources consistent with college policy and sound financial principles.
  • Works cooperatively with other college administrators and supervisors to coordinate programs and services to meet student needs.
  • Promotes and communicates high standards of performance for department chairs, program directors, faculty, and staff.  In an enabling and supportive way, systematically monitors unit activities and managerial practices to ensure that program activities relate to program goals and outcomes.  Takes corrective action, promotes improvement, and recognizes excellence and achievement.
  • Ensures orientation of new department chairs, faculty, and staff; works jointly with them to develop and accomplish improvement goals by encouraging participation in available in-service training programs and other appropriate professional development opportunities.
  • Annually evaluates the performance of the unit department chairs' and program directors' in accordance to the evaluation instrument and processes.
  • Ensures the evaluation of the processes of unit’s faculty and staff; assists in organizing committees for the hiring process; and assures compliance with personnel policies, procedures, and practices.
  • Solicits feedback from unit faculty and staff regarding the dean’s job performance and uses such information for professional growth.
  • Directs special instruction-related services or programs as directed by the President.
  • Complies with Board of Regents policies and procedures and all other college regulations.
  • Performs other related duties as assigned.

Essential Functions of the Position

Must be able to frequently operate a computer and other office productivity machinery. The individual in this position will frequently communicate with students and their colleague(s) in order to exchange information in various situations. Occasionally lifts office equipment, furniture and miscellaneous products and supplies, weighing up to 10 Ibs.
